Elliot Smalls is a minor character on 9-1-1. He proposed to his girlfriend during a flight over LA. He pretended that the plane was going down which caused Kate to pass out believing she was having a heart attack. After performing an emergency landing, EMTs arrived and revived the girlfriend who accepted his proposal and slapped him in the face.
